Das Thema Kinderschutz ist dadurch st rker in das ffentliche Bewusstsein geraten und der Druck auf die Fachkr fte der Jugend mter ist entsprechend gestiegen. Dem Allgemeinen Sozialen Dienst des Jugendamtes wurde durch die bertragung des staatlichen W chteramtes eine tragende Rolle im Kinderschutz zugeschrieben. So ist es die Aufgabe des ASD, Kinder und Jugendliche vor Gefahren f r ihr Wohl zu sch tzen und junge Menschen gem 1 Abs. 2 SGB VIII in ihrer individuellen und sozialen Entwicklung zu f rdern und dazu beizutragen, positive Lebensbedingungen f r junge Menschen und ihre Familien sowie eine kinder- und familienfreundliche Umwelt zu erhalten oder zu schaffen. Mit dem Kinder- und Jugendhilfegesetz wurde ein neues Verst ndnis von sozialp dagogischem Schutzhandeln in der Kinder- und Jugendhilfe geschaffen -weg vom obrigkeitsstaatlichen Eingriffsrecht, hin zu einem demokratischen Hilfeverst ndnis, welches die Kinder und Jugendlichen in den Mittelpunkt der Handlung stellt. Gesetzliche nderungen auf Bundes- und Landesebenen haben den Handlungsdruck f r die Fachkr fte im Jugendamt in diesem Zusammenhang deutlich erh ht. Zwar ist das Jugendamt zum Schutz von Kindern und Jugendlichen verpflichtet, jedoch ist eine direkte Umsetzung des gesetzlich vorgeschriebenen Schutzauftrages in der Praxis oftmals mit Schwierigkeiten verbunden.
