When I mentioned all this to the seller, he/she only commented that they had sold many of these and had no issues with it working properly. They didn't address the issue of parts missing or that its not actually new. I was offered a refund. But I don't think that it's OK to trick people with a false listing then I have to go thru the hassle of returning it.

There were also light marks/impressions on the plastic, some light scuffing at a corner as if the item had been dropped or was abrasively scratched against something, and there were small droplet residue/stains. All very minor, but enough to make it clear the item had at least been opened and handled. Price was okay so I kept it.
