The prior owner probably pulled it out as they never used it. The EBay seller had no idea is my guess. I own the exact same unit so I knew what I was shopping for. He gave me a little refund which was cool - considering the missing piece was a large part of this Osprey Convertible backpack. I swapped my piece into this unit so my son could use it for his trip.
