Of course, this is not the way it works as USPS requires proof of mailing to file an insurance claim, i.e., copy of a mailing receipt, which the seller has, not the buyer. Also, it is the seller, not the buyer, who contracted with USPS for delivery and needs to file the insurance claim. Ebay quickly issued a refund for the item once I let them know seller refused to refund.
