I could not wipe in iCloud as it was not connected to the Internet. My Mac could not see the device. Not only was I out of the money for the repair, I lost the iPad in the process. The shop did offer for me to send back in, but did not seem as if they could help. The shop believed it was disabled during transit, however the screen was unresponsive to touch when sent.

When I let them know that they refunded the money. No arguments or hold backs, just good customer service.
