It appears to be brand new but the rotor in question is badly warped right out of the packaging. I'm not sure if it was damaged and the shipping process or if it is in fact a manufacturing defect. I don't own a rotor trying fork so I haven't been able to straighten it out at all and it is rubbing against my brake pads. It cost too much to be damaged brand new.
