After requesting to return it, the seller offered to have his "tech" test and mail a replacement which I accepted. I received a replacement a little over a week later. The replacement is capable of booting from disks and mounting them. Doesn't work every time though but I appreciate the effort by the seller trying to make it right. I wouldn't recommend buying these IDE former DELL drives though.
